Legal Framework

Established by Law

UNOC was incorporated in 2015 under the Companies Act, 2012 and operates pursuant to the Petroleum (Exploration, Development and Production) Act, 2013 and the Petroleum (Refining, Gas Processing and Conversion, Transportation and Storage) Act, 2013.

These Acts mandate UNOC to participate in petroleum activities on behalf of the Government of Uganda, ensuring that the State's commercial interests are protected and maximized throughout the petroleum value chain.

Manage the State's equity interests in joint ventures

Ensure sustainable exploitation of petroleum resources

Build national capacity in the petroleum sector

Generate revenue for the Government of Uganda

Petroleum (E,D&P) Act, 2013

Governs upstream petroleum activities including exploration, development, and production. Establishes UNOC's role in managing the State's upstream interests.

Petroleum (Refining, Gas Processing...) Act, 2013

Governs midstream and downstream petroleum activities including refining, transportation, and storage. Establishes UNOC's role in these segments.

Companies Act, 2012

UNOC is incorporated as a limited liability company under this Act, with the Government of Uganda as the sole shareholder.

National Oil and Gas Policy, 2008

Provides the policy framework for Uganda's petroleum sector, guiding UNOC's strategic direction and operational priorities.
