About Proscovia Nabbanja
Ms. Proscovia Nabbanja is the Chief Executive Officer of Uganda National Oil Company (UNOC). She is an accomplished petroleum professional with over 20 years of experience in the oil and gas industry, spanning upstream exploration, production, and corporate management.
Prior to her appointment as CEO, Ms. Nabbanja served in various senior roles within UNOC and the broader petroleum sector in Uganda. She has been instrumental in positioning UNOC as a credible national oil company capable of managing the State's commercial interests in the petroleum sub-sector.
Under her leadership, UNOC has achieved significant milestones including the Final Investment Decision for the Tilenga and Kingfisher upstream projects and the East African Crude Oil Pipeline (EACOP) in 2022, marking a historic moment for Uganda's oil and gas industry.

Chief Operating Officer
An oil and gas professional and qualified solicitor with hands-on experience leading the EACOP Project to Final Investment Decision in 2022.

Mr. Emmanuel Mugagga
Chief Financial & Administrative Officer
A finance leader with over 19 years of oil and gas experience across upstream, midstream, and downstream operations with Shell and Tullow.

Mr. Gilbert Kamuntu
Chief Commercial Officer
A 15-year oil and gas veteran with experience across the petroleum value chain, from upstream production and refining to crude oil pipelines and oil terminals.

Mr. Peter Muliisa
Chief Legal Officer & Company Secretary
An enrolled advocate with deep experience in tax litigation, arbitration, and petroleum law, having handled most of the key tax decisions in Uganda over the last decade.

Ms. Catherine Tumusiime
Chief Human Resources Officer
A Human Resource and Administration practitioner with 22 years of experience, including senior HR leadership roles at ERA and Action Aid International Uganda.

Mr. Tony Otoa
Chief Corporate Affairs Officer
A communications and public affairs leader with deep expertise across oil and gas, entrepreneurship, and innovation in Uganda and the United Kingdom.

Mr. Philips Obita
General Manager – Upstream
A Petroleum Geoscientist with over 20 years of experience in the upstream oil and gas industry, spanning resource estimation, field appraisal, and agreement negotiation.

Mr. John Bosco Habumugisha
General Manager – National Pipeline Company Ltd
A multi-skilled engineering and management professional with 23 years of experience across petroleum infrastructure, policy formulation, and international humanitarian operations.

Dr. Michael Nkambo Mugerwa
General Manager – Uganda Refinery Holdings Company Ltd
A chartered chemical engineer with over 32 years of global experience across oil, gas, and renewable energy, including leading EPC firms Technip and Jacobs Engineering.

Ms. Zulaika Mirembe Kasajja
Non-Executive Director
An Advocate of the High Court of Uganda and Partner at Kampala Associated Advocates, leading corporate and commercial transactions across multiple sectors.

Eng. Dr. Ivan Lule

A registered chemical engineer and Deputy Chairperson of the National Planning Authority with over 20 years of experience across industrial processes, policy, and research.

Eng. Herbert Magyezi Mugizi
Non-Executive Director
Principal Petroleum Engineer at the Ministry of Energy and Mineral Development with over 15 years of experience across the petroleum value chain.

Mr. Moses Kabanda
Non-Executive Director
Acting Commissioner, Public Administration at the Ministry of Finance, Planning and Economic Development with over 20 years in public sector policy and energy economics.

Ms. Gorrettie Justine Isenyi
Non-Executive Director
Senior Economist at Soroti University with deep expertise in planning, policy development, and the alignment of institutional strategy with national priorities.

Dr. Simon Echegu

A Senior Academic at Makerere University with 20 years of experience in the oil and gas industry, much of it in the Albertine Graben as a Petroleum Geochemist and Consultant.
